You are in the moped declassify what they do is an end of history. Insurance, nobody SA insurance.and advise you how to do so will be null and void, in theory, be violated law
You can not legally do what they say, the Americans do not (on this page anyway).
The specifications for mopeds is set by law. If you manipulate the device in any way to increase your speed is guilty of a crime and the insurance invalid. It would be very risky and very expensive.
