Is it possible to make a digital voice recorder record a telephone conversation? - digital voice phone recorder

I was wondering. On ebay the price between a digital recorder, which records the voice and the voice recorder and a telephone converstion is dramatic. Is this a normal voice recorder to telephone conversations without the recorder next to the speaker to talk on the phone?
